it's not whether or not the gifts were legal, it's who is he beholden to? who does he answer to on the issues (not what he says but what he does) and the answer to that question would appear to be the people that gave him these gifts, as if you check it out, all of them benifitted from the way he ran his gubanotorial cabinet.
