Pressure wave created by the bullet traveling faster then the speed of sound. A whole lot faster, and consdiering the size of the bullet. Just a guess :D

A bullet can't get much faster then the speed of sound when fired from a rifle. The pressure might blow your eardrum at worst case scenario. And like I said, an F16 won't do the trick either so size is not a variable in the equation. If the bullet has reached it's top speed (above the speed of sound), before passing the head, the sonic boom or sudden pressure would have passed. The only form of pressure wave I can think of being able to behead someone, is that of a bomb, a very large bomb.
