They haven't even finished the Fate and UBW scenario let alone this one.

Fate is translated and released, and UBW is almost finished. The last route, Heavens Feel, is far from done though.
But maybe in a year, all of Fate/Stay Night might be translated.
HA is not a part of the F/SN game. more like a fun disc.
also, what do you mean it originated in the US? not even 1% of US gamers play these games, and i have never seen any made in the US.
